Added Server CU UAFX ConfigurationDataFolder SubFunctionalGroup: Supports FunctionalGroupType Component of the ConfigurationDataFolderType.

Added this new CU to the UAFX IFunctionalEntity Facet as Optional.

This is a little different from the InputsFolder hierarchy because there is no specific Reference to ConfigurationDataFolderType Objects like there is for InputsFolderType.

I neglected to add the detail pointing out the difference between the sub-FunctionalGroups in InputsFolder and hierarchical InputsFolders, so I reopened the Issue. Maybe there is a better way to edit a resolution comment, but I didn't see it.

After review during the AWG meeting, the decision is to change the added ConformanceUnit to:

UAFX ConfigurationDataFolder Hierarchy.

Agreed to changes and closed.
