Summary0004916: Need binary nodeset file format that can be signed
Description

FLC needs the ability to sign nodeset files that are used for offline engineering. Other uses cases exist for a binary format to improve size and speed over the XML format.

FLC has choosen a different file format and does not need this.
If we need an optimized binary format for performance it can't been a simple replication of the information in the XML. e.g. using tables for repeated strings.
