Summary0005688: Locales in NodeSet-Files
Description

In the harmonization WG meeting, while reviewing the best practice whitepaper, we had a discussion on the DisplayName.
Part 5 and also the template and thus many CSs state, that the DisplayName of the Standardized Node shall be the same as the BrowseName for locale "en".
However, the NodeSet-Files currently (at least for the base spec), only define the DisplayName with invariant local (no locale specified).
After a discussion whether this is better or not, we came to the conclusion that it is benefical to have the locale explicitly defined.

In order to avoid adding the locale information for each Node in the NodeSet-Files, the idea is to add a (optional) setting in the NodeSet-File for the default locale in the NodeSet-File, which would be "en" for the base specification.
