Description

Part 3 says nothing. It may produce some problems in interoperability between client and server.
For example, is it allowed to assign new guids for NodeId's of instance declarators each time the server started?

The expectation is the information model designer would make that decision.

For all UA published information models the IDs of the instance declaration are fixed.

Is this sufficient?

I mean third party servers with there own information models. Client logic may be different if the type definition NodeId's are stable or not. I think the standard should specify this explicitly.

Servers shall not generate new node ids for instance declarations when they restart. However, different servers may choose different node ids for the same instance declaration as the browse path is the identification.

A clarification will be added to the spec.

Standard information models might define a standard node id for the instance declarations (like the base OPC UA information models). In this case the standard node id needs to be supported.
