Summary0001639: 5.12.1.6 Triggering: Specify when the first trigger occurs
Description

I think a sentence needs to be added that specifies WHEN the first trigger should occur. There is some confusion that the first trigger should occur immediately upon caling SetTriggering vs. when the value of the trigger changes for the first time after SetTriggering is called.

Proposed sentence:

The first trigger should occur when the value of the triggering item changes, which excludes any current value that existed at the time when SetTriggering was called.
