Summary0001793: Fix discard policy paragraph after change of definition
Description

This chapter in the specification, following the changes to
DiscardOldest, should perhaps be reviewed:

"If the queue size is one and if the discard policy is to discard the
oldest, the queue becomes a buffer that always contains the newest
/Notification/. In this case, if the sampling interval of the
/MonitoredItem/ is faster than the publishing interval of the
/Subscription/, the /MonitoredItem/ will be over sampling and the
/Client/ will always receive the most up-to-date value."

Isn't the behavior now exactly the same, whether DiscardOldest is True
or False, if queueSize==1?

We need to change the text to say that DiscardOldest has no effect for queueSize==1.
