Summary0000246: Aggregating Servers must deal with multiple HistoryCapabilities
Description

An aggregating server may aggregate multiple HA servers with different capabilities. These differences cannot be captured in the address space.

Proposed resolution: allow multiple HistoryServerCapabilities objects in the ServerCapabilities object. Add a HasHistoricalConfiguration reference from the HistoricalConfiguration instances to the appropriate HistoryServerCapabilities object. A similar model is required for the event equivalents.

discussed in telecon. We think the best solution is to move some of the properties that could have conflicting values from underlying servers (e.g. percent good) should be moved to the HistoricalConfigurationObject.

Added HA Configuration object which overrides server default capabilities for specify variables.

Server wide defaults not guranteed for every node.
