The Rate of Change description contains this sentence in 5.8.8.1 para #2:

"A Rate of Change is measured in some time unit, such as seconds or minutes and some unit of measure such as percent or meter."

While preparing test-cases we found a flaw in that it's not actually possible for a Client to identify the unit of measure. This type does not a property for it, and none exist in the parent object types.

We propose adding an EngineeringUnits property to this type.

This also applies to NonExclusiveRateOfChange.
