Summary0002915: CTT uses deadband group for SyncIO tests
Description

Inthe IOPCGroupStateMgt::SetState tests the CTT modifies a group to have a deadband of 10 percent.
That is not changed back before proceeding to the IOPCSyncIO tests.
The IOPCSyncIO tests should by default not use a group with deadband.
