Description

Knowing the past history, shall we allow a granularity of 30 minutes rather than 60 minutes for the DayLightSavingTime?
This may imply to replace the Boolean DayLightSavingTime by an Int32 which is the number of minutes.

Please explain why this is necesasry. This is DST offset, not timezone.

Some places use half hour DST.
In the past some others use 2 hours or even twenty minutes.
This is where my comment comes from.
Actual well known case:
Australia - Lord Howe Island use 30 minutes DST

Solution: After discussing the use cases for having those properties we decided to change this to one structure (in a TelCo 18.11.2008)

Solution
"Agreed to combine the Offset (UInt16) and DaylightSavingInOffset (bool) into a structure LocalTimeDataType. If DaylightSavingInOffset is TRUE, then DST is in effect and Offset includes the DST correction. If FALSE then the Offset does not include DST correction and DST may or may not have been in effect. "
