Summary0005639: NamespaceMetaData Object in NodeSet-File of OPC UA Specification
Description

The latest version of the NodeSet-File contains the NamespaceMetaData Object for Namespace 0 (which is good).
However, in this, all Nodes are marked as static. That is true for most of the Nodes, but not all of them.

The Nodes that are not static are all Nodes of the Server Object. I am not 100% if we also have other Nodes, at least the Nodes under the Server Object (e.g. Diagnostics and Capabilities) are not static.

I made an inital list of those NodeIds (unfortunatelly not only one range), maybe someone should douple check the list.

Remark: There are sometimes some "holes" in the ranges
Remark 2: Companion Specs always define the Object in the spec, potentially we could do this in Part 5, but the important part is that it is correct in the NodeSet-File.

Tooling needs to be updated to allow for specific ranges for static vs. dynamic nodes.
Then all future assignments can be made without ever updating the ranges in the namespace metadata.

Added IsDynamic flag to ModelDesign. Field is automatically filled in based on that flag.
