"Randomly inject one of the following ServerState codes. Repeat this test several timeseach tmie varying the result.

What is the expected result? The ServerState is not related with result of the Attribute::Read. (Of cause, we cant' read value if Status is shoutDown….)

delete test case err-28 makes no sense in the context of read attribute

also fix expect results for error 2 and err 3 - to have the same expected results as in err1

Err-028 has been moved to 'obsolete' in test case database and the test script has been removed from CTT.
Err-001 and Err-002 have been updated in the test case database.
