Issue uncovered numerous issues with ApplyChanges logic.

Need a sequence diagram explaining how the multiple changes can be staged an then call ApplyChanges (e..g multiple certs/trust lists)
Make ApplyChanges mandatory.
BadInvalidState if no outstanding changes.
Need CancelChanges method to rollback changes.
Use Diagnostics to report changes.
Sequence for initial setup and update with and without trust list
