Devices typically require to create a default user or to change the password of the default user at provisioning before they can be used. In addition it is typically required to have a few local users even if a certral user management is supported.

There is a KeyCredentialManagement functionality in Part 12 but this is managing a single key (user/pw) to access another service from the OPC UA application e.g. a MQTT broker.

We discussed this in the virtual OPC UA WG meeting this week and agreed that the KeyCredentialManagement is not usable for this feature request.

Since the users are combined with Roles defined in Part 18, we want to have a simple user management in Part 18.
