Summary	0007626: Clarify application of Enabled flag in PubSubConfigurationDataType
Description	The PubSubConfigurationDataType (6.2.12.1) contains an "Enabled" flag. It is not sufficiently clear that this flag is meant to apply to the root PubSub object. Suggest that text be added to explicitly state this. Also clarify (per Matthias) that the CloseAndUpdate method shall not modify this flag. (9.1.3.7)
