In clause 5.5.3 we have a clear distinction between

• the engineering tool (3) creating and deploying a CCS. As stated in the second paragraph of this clause, the engineering tool uses vendor specific means to create (or delete) the CCS. The Note below that paragraph states that in later versions a generic interface may be defined for deployment. There is no definition, where the engineering tool creating the CCS resides. It may reside on the same component as the ConnectionManager (= "online"), or on another component.

• the system integrator (4) allowed to modify parts of the CCS according to whatever the engineering tool allows him to modify.

The indicated clause 6.8.1 talks about the later one. Your "constructed online" points to the first one (i.e., the engineering tool).

section 5.5.2 needs more information

Updated 6.8.1 and 5.5.2 to include further ways for generating the CCS (e.g. application, online retrieval).
