Summary0009076: Settings Dialog: "Server URL" to have a UA Server Browser dialog
Description

The "Server URL" setting under "Server Test" need to have a browser capability to allow a user to be able to query the available UA Servers (and endpoints) and to then automatically populate the setting based on the selection from the dialog.

The behavior of this setting would be as follows:
1) read the value of the "Discovery URL" setting and call FindServers at that location.
2) if #1 fails, then try the default/well-known URL for a local discovery server instead: opc.tcp://localhost:4840
