Description

What exactly does the MaxNotificationsPerPublish parameter control? is it:

(1) the number of notification messages in a Publish response
(2) limiting the size of a message, i.e. the # of monitoredItems in a DataChange

The spec does not clarify the exact impact of this parameter.

The CMP WG has worked under the assumption of item #1 above since the parameter name and descriptions talk of "Notifications" (plural) and not the size of a notification message.

After discussing with Randy, he is of the opinion that the intent of the parameter is #2 above.

Valid arguments can be had for either side of this argument.

Add clarification to Clause 7.19 to indicate which array counts are limited by MaxNotificationsPerPublish (i.e. monitoredItemsArray for data changes and Events array of EventNoticationsList)

Added a clarification that the number of notifiations per publish is the sum of monitoredItems in the DataChangeNotification and events in the EventNotificationList.
