Summary0010127: Alarm methods should allow a server to propagate its maximum capabilities for the parameters
Description

Especially the comment used as InputArgument in many A&C methods is realized with different capabilities in the server applications. Some traditional A&C application may have an unlimited Comment field, but with the feature currently being implemented in devices the value of this parameter is being more restricted.
For a client application to know the limits and not needing to test by try-and-error, we should extend the methods with an optional HasArgumentDescription Reference to allow servers to associate a MaxStringLength with the parameter in a standard form.
