Related to 9618, discussed in BF call on 1/31/2025. Problem scenario from PPT:

AC1 and AC2 are alive, but one or the other does not receive the first data
Could be a network misconfiguration, or issue with SKS, etc.
Endpoint remains stuck in preoperational, indefinitely
Proposed solution is to include status in published DataSet message if the corresponding subscriber is not receiving data
Problem: there is no defined behavior in the ConnectionEndpoint state machine to expose this condition. The CM, or the application, should not have to go deep into PubSub objects to find this
Still open, still needs further discussion to conclude, or not, whether the proposed solution is acceptable
