Summary0010191: A and C Shelving tests do not respect timestamp differences
Description

Ensure that all time comparisons take into account that the test machine and server are unlikely to have system times in sync.
Ensure that the server can trigger a new event other than an expected operational event, and that the time comparisons properly utilize the library GetCallTime and IgnoreEventByCallTime functions.

These issues are the main culprit for issue 8567 - A & C Tests are run on the next received event no matter of the state machine
