Summary0010384: Clarify behaviour of PriorityMappingTable Methods.
Description

When should the changes done by the methods be applied?
Should the changes be persisted over power cycle?
How do changes affect running connections?
What permissions apply for calling the methods?

Additionally, it was proposed by the FLC Prototyping WG to add the third method that would allow for modification of the existing entry. Some implementation may not allow for dynamically adding/removing elements (e.g. due to internal design of the network stack, or memory restrictions), but may allow for modification of PCP/DSCP values in existing entries.
