For the JobResponseList it is defined that there should be only entries available for jobs that are not in the AllowedToStart or NotAllowedToStart states. But for the methods there is no remark what happens for a given JobOrderID that is is in the e.g. AllowedToStart state or what happens if this states are requested.

What should be aligend:

• the event provides JobResponses in case, if the job is switching between AllowedToStart and NotAllowedToStart
• the JobResponseList is optional - the methods shouldn't provide other informations than the list, because the parent JobResponseProvider should define the behaviour in a harmonized way.

"Invalid Job Order Status" with description "The Job Order status is unknown." -> the top-states shouldn't never been unknown for a server...
