Publisher/Subscriber Capabilities span a hierarchy from AC level, through FE level, down to Input/Output folders level.

Currently it's possible to omit the whole capability object on a given level if not used by the level.
But, once the whole object is exposed, all of its children must be exposed as well, even if there is no meaningful value to be entered on that level. The hack described in text is to set an "empty" value for a variable, if not used. But we found this hack to be confusing and causing issues in implementations.

If the proposed modification is made, it would be possible to omit the individual capability on a given level, if not used on that level. The only requirement should be that in the complete hierarchy, each individual capability is present at least once.
