Summary	0003836: GDS Needs to Publish URLs for Clients that support reverse connections.
Description	The ability of a client to open a port and listen for servers means there is a need to publish those URLs. However, these are not normal DiscoveryUrls since they do not support GetEndpoints. They can only be used for reverse connections.
