Summary0005110: OPENSCSAggregationMethodType - A call for each aggregation is not performant
Description

The aggregation message is currently defined as such, that only one aggregation relation is transferred per invocation. This results in a lot overhead for large / many aggregation structures.
Introduce an AggregationDataType which is part of an AggregationCollectionDataType. The OPENSCSAggregationMethodType shall then be changed as such that the ParentElement, PackedElementCollection, ParentSNFormat and PackedElementSNFormat are part of the AggregationDataType

Dennis to change the Comp Spec with a new datatype (6.4) and method definition (6.3.3) to satisfy the requirement. Line 857 (MaxAggregation Event) afftected.
