Summary	0008949: DataTypeSchemaHeader member namespaces unclear
Description	The namespaces is described as "Defines an array of namespace URIs. The index into the array is referred to as NamespaceIndex. ... is used in NodeIds and QualifiedNames" Some lines below it is mentioned "... The first entry in this array maps to NamespaceIndex 1." From my point those two lines are contradicting each other - the index in this array is the "namespace index - 1". The reason is that "NamespaceIndex 0 ... is not included in this array" I have no idea why namespace URI of iondex 0 is omitted in this array - may be to save space (just one string). But description should explicitely mention this.
