Summary0008964: More explicit language needed to describe the required/optional nature of AccumulatedLatency
Description

Matthias Damm questioned whether "AccumulatedLatency (from IIeeeBaseTsnStreamType) was optional because it is only used on Listener side"?
It is optional, because pure bandwidth reservations would not need the latency. For latency sensitive streams this is required on talker and listener side.
Proposal: provide more details on that, once we introduce bandwidth and latency requirements to Part 14.
