Hmm, the idea that PublisherId can be shared by redundant Publishers is not really mentioned anywhere else so this is a bit odd remark to something like that without further explanations.

You would expect that it would have been defined somehow when Publisher (5.4.1) or PublisherId (5.3.4?) was originally defined.

Add text to PublisherId definition that there are use cases where applications share PublisherIds e.g. for redundant Publishers
