We may have to revise the test-case and script for this one.
I looked in the specs and didn't see a behavior specified for <null> values.
What do you think?

This has come up before: initially, Nathan and I thought a null ReferenceTypeId should match all reference types. Randy disagreed and said that a null ReferenceTypeId should match the base type References (so if IncludeSubtypes is true, it matches any reference type; if false, it matches none). Spec does not say how null should be treated. I don't think any changes should be to this test case and script until spec is clarified.

The specifications will be modified to allow <null> values to be used so as to be consistent with the BROWSE services.
