Summary0001506: Minor clarifications on ExtensionObject
Description

5.2.2.15 ExtensionObject, the text:
"If the decoder does not recognize the type it shall use the EncodingMask to
determine if the body is a ByteString or an XmlElement and then decode the object body."
implies that the decoder shall decode from the XML and may not skip over. It shall be clarify by saying:
"If the decoder does not recognize the type it shall use the EncodingMask to
determine if the body is a ByteString or an XmlElement and then decode the object body or skip over and treating it as opaque data."

In Table 13 – Extension Object Binary Encoding, the text:
"The length shall always be specified." shall be replaced by "The length shall always be specified even if Encoding is 0 or Length is 0.".
