Changed text of 5.12.1.5 Queue parameters to clarifiy that the last discarded value gets added to the queue.
This makes sure the last value is reported even if there are no more changes coming.

WG meeting September 14

WG rejected the change.
The decision is to change the discard newest should be changed that the newest value is always put to the last entry of the queue

Changed behaviour for DiscardOldest is FALSE
New rule:
If DiscardOldest is FALSE, the last value added to the queue gets replaced with the new value. The new value gets the flag set.
