Summary0001669: apply deadband for arrays
Description

The spec states:
"If the item is an array of values and any array element exceeds the deadbandValue, the entire monitored array is returned."

What happens if the length of the array changes?
e.g. old value has 2 elements - new value has 3 elements.

I suggest that if the length changes the deadband is ignored and the new value is reported.

Please note that there is legitimate case where the deadband of an array is NOT based on the value of each element but rather on the whole set. A good example of that is a spectrum.
