Summary0001796: RegisterServer -> IsOnline description inconsistent with Part 12
Description

The description of the parameter IsOnline is not consistent with implementation in LDS and in Part 12:

Part 4:
"True if the Server is currently able to accept connections from Clients."

Part 12:
"If the IsOnline flag is set to FALSE, the LocalDiscoveryServer shall save the registration information in a persistent datastore that it reads whenever the LocalDiscoveryServer starts.
The LocalDiscoveryServer shall validate any semaphore file provided by the Server before accepting the registration. If this file disappears the LocalDiscoveryServer shall remove the registration from any persistent datastore."
