Description

From NIST security review the following suggestion has been made.
Suggestion to include a ever growing sequence number for audit events (so if you miss one it is apparent)
Note: This ever growing audit record number may need to be coupled to a server name or source for the audit record, in which case it should be supplied as a structure..

Complicated for persisting counter and reconciling from redundant servers.

Discussed in F2F in Dallas. OK to add since it is unique based on ServerId and it can roll over (Uint32). It should continue following a restart, but it is acceptable for server that can not maintain the number during a restart for the number to reset to 0.
