In the UA F2F meeting it became apparent that allowing a client to configure a variable to have history (and the actual information related to history) is desireable.

We should update the historical configuration object to include items that would allow actual configuration of a historian, such as a sample rate, time range for which the item is to be collected (both a duration and number of values). These item would be optional and additional items maybe required. Either editing the configuration items for existing configuration objects or a method that allow creating a new configuration item would also be useful.

In addition it would be useful to create a method that would allow a node to be added to a given historical configuration (i.e. mark the node as being historized and add the reference to the appropriate configuration item).
