Summary0002726: Add support for optional fields in structures
Description

We have optional fields in our built-in types and we have optional fields in our OPC Binary Type Description System.

Some additional definitions are necessary to support optional fields in a generic way in the OPC UA Binary Encoding and the UANodeSet schema.

Additional Information

This support is necessary for the BACnet information model specification. Optional fields are heavily used in BACnet.
