Summary0002764: HistoryRead inconsistency between Part 4 and Part 11
Description

Part 11 states for TimestampsToReturn (4.2):
For HistoricalEventNodes this parameter does not apply. This parameter is ignored since the entries returned are dictated by the Event Filter. See [UA Part 4] for details.

Part 4 states for TimestampsToReturn:
Specifying a TimestampsToReturn of NEITHER is not valid. A Server shall return a Bad_InvalidTimestampArgument StatusCode in this case.

We need to clarify in Part 4 that details of the handling are defined in Part 11 and that there are exceptions to the error handling.
