Summary0002813: DiagnosticInfo (Table 10) in Part 6 has different order of parameters than Part 4 and also different than the XSD
Description

In the XSD (and in Part 4) the order is "Locale" and then "LocaleText".
In Part 6 (Table 10) the order is "LocaleText" and then "Locale".

I suggest to change Part 6 to match the XSD and Part 4.
