Summary0002904: Need Request Rejected Error Code
Description

The GDS can reject a certificate request for any number of reasons. Need a new error (RequestNotAllowed) that indicates that the request failed for some GDS specific policy reason (i.e. key length too short) that is distinct from user access rights.
