The TimeAverage aggregate explicitly states that the stepped setting isn't used and all calculation will use the sloped. The table in A.4.2 Historian3 has the values as if stepped is used.

Fixed in Part 13 Draft 0

The table in A.4.2 Historian3 has the values as if stepped is used. The table now uses sloped instead of stepped interpolation.

Added errata to 1.03.4
