Summary0003611: The Aggregate Number of Transitions has some errors
Description

The heading in the A.22.1 has an interval of 00:00:05.000 but the tables have an interval of 00:00:16.000.
The table for Historian1 has the wrong value for the 12:01:20.000 interval. It should be 2 not 1.
The first interval for all Historian examples needs to be 1. The first good value at the start of the request is always counted as a transition.

Fixed in Part 13 Draft 0
