Summary0003983: Base Info Server Capabilities
Description

If the server's limits are above certain values (e.g. MaxStringLength above 10000), the tests are not being executed at all, there should be some big big big warning that limits above value X are not being tested at all. Otherwise one wouldn't notify that the tests are skipped.
