Description

The CTT should allow for this test case to fail with something like Bad_DecodingError.

Part 3 limits the length of the name portion of a QualifiedName to <= 512. In the Eclipse Milo stack, this check happens as a QualifiedName is constructed, which means the failure occurs immediately after decoding a QualifiedName in the serialization layer rather than up in the application layer.
