The <> are intended and have a meaning

The <> symbols indicate that the modeling rule for those item is OptionPlaceholder which means the name is not defined, but on an instance they are set by the instance - they name enclosed in <> indicate that it is a placeholder and not the actual name that should appear in an instance. It is assumed that they will be replace on a instance with an actual name like "HighAlarm" or any other actual name.

Do we need to explain this?

Yes, I think we need to explain it to the group and we can close this issue quickly.

The fix is a breaking change and not valid - please look at the comment entered into the specification

The group has decided to do this change even if this is a breaking one. So all "Placholder" have been removed. If this means we have to take a longer review process it needs to be done.

remark of being incompatible is correct. However the workgroup decided to focus to simplfy spec regarding PLC implementation and to keep the change
