Description

Currently, Part 3 states in 8.4:
"„An empty or null string indicates that the LocaleId is unknown.”

An empty or null string can also be used as neutral locale, e.g. if the string part is the same in all languages, like the model of a device.
This should be clarified, e.g. by extending the sentence to:
„An empty or null string indicates that the LocaleId is unknown or the information is provided locale neutral.”

After review by the WG we concluded that no change is needed. The only interpretation of a null or blank locale is 'unknown' meaning the server hasn't defined the string content (for example acquired from an underlying device) and has no way to determine what locale it is.
