Description

In the sample (Annex 4) the first 3 bit fields describe the 3 optional field values (ok).

The "Reserved1" field has a length of 5 bits, to fill up for 8 bits encoding mask.
However in Part 6 (5.2.7) the EncodingMask is defined as a 32-bit unsigned integer.

The sample would match a dictionary fragment of specification 1.03, where the EncodingMask was defined as "unsigned interger" (without any width).
In 1.04 the width is now explicitely defined as 32 bit (I assume due to the StructureDefinition data type, where no EncodingMask width can be specified)
