Summary	0005414: Behavoir of DataTypeDefinition attribute with BaseDataType needs to be specified.
Description	The DataTypeDefinition attribute is only valid for Structure, Union, Enumeration, OptionSet, and subtypes of UInteger representing an OptionSet. However, a Variable with BaseDataType could need to set this attribute when the current value is one of the subtypes. The exact behavior needs to be explained in the specification.

Jeff Harding 2020-06-15 19:57 developer ~0012318	More explanation of the issue is needed. A Variable defines the DataType is uses. While a InstanceDeclaration may use BaseDataType an instance of the Type would use a concrete DataType. If that concrete DataType is a custom data type requiring a DataTypeDefinition then the data is available from that DataType. Is there some other case that needs to be considered?
