Summary0005595: Clarify usage of NamespaceMetaData Object
Description

The template already contains a section on the NamespaceMetaData Object (Table 32, section 14.1).

It does not recomend anything for StaticNodeIdTypes, and some CS leave this open.
Most companion specs only have static NodeIds, and this should be reflected in the template.
So the default in the template should be, that the StaticNodeIdTypes should contain Numeric, and those all Nodes defined in the namespace are static.
