Summary0005851: Cleared StateNumber Property is missing correct Value in PackML RC Nodeset "2020-07-07T11:08:00Z" Version="1.01"
Description

According to PackML Document, the State "Cleared" should have a Value of 19 (See 6.3.6 PackMLBaseStateMachineType).

State Cleared ( ns=1;i=5001) Property StateNumber (ns=1;i=6020) has no Value.

=> Add Value 19 to Property
